Questions & Answers

Why do we need this rule?
The intended result of this rule is to ensure that the water treatment plant and water distribution system operators of public water systems are trained, certified, and have knowledge of the public health reasons for drinking water standards thereby providing consumers with a safe drinking water supply.
Who does it apply to?
The owners and operators of community public water systems, nontransient noncommunity public water systems, or transient noncommunity public water systems using surface water or ground water under the direct influence of surface water.

What are my responsibilities as owner of a system?
The owner or governing body of a water treatment plant or water distribution system shall be responsible to accomplish the following: (1) Place each water treatment facility and water distribution system under the direct supervision of a certified operator in responsible charge who has a valid certification of a grade eligible for operation at the classification of water treatment facility or water distribution system of responsibility and is available to make process control or system integrity decisions about water quality or quantity that affect public health. (2) Designate one certified operator to have complete responsibility for the proper operation of the water treatment plant or water distribution system.

What type of system do I have?
Odds are that if you are just now hearing about certified water operators you have DSS distribution system and/or a WT1 treatment plant. These are the two new classifications made accommodate the very small systems that did not require certified operators until now.
Can my people just take care of this?
Yes, but there are requirements for grandparenting that include proper application to IDEM, continuing education credits and approved training courses. All of these requirements must be met to maintain compliance.

How long do I have to comply?
IDEM has set the date of 9/1/02 as the final date to accept grandparenting applications. However, you should be making plans now to insure that your system stays in compliance.
How much is this going to cost?
It all depends on how you want to go about it. If you plan on doing everything yourself you should consider the costs of training and wages away from regular duties. Also there is the cost of non-compliance should errors occur due to lack of experience.
